Workshop 2
Improving Critical Supply Chains to Strengthen Healthcare Systems and Address Health Security
(75 minutes)

The interaction between health, security and socio-economic stability are clearer now than ever before.  Acute events like COVID-19 not only highlight deep inequalities in access to healthcare products and services, but also weaknesses in global supply chains.  Interruptions in the normal patterns of flow for goods and services that are critical to the functioning of society, including health products, risk fanning tensions on the ground, leading to erosion of regional security and social order.  New ways of thinking more holistically about the manufacturing, secure storage and movement of quality healthcare products in a manner that increases access, lowers cost, and reduces risks of shortage and unfair competition is required.  This may include looking at best practices and systems from other sectors, including defense.

This workshop brings together experts in government, foreign policy, defense, private sector companies, NGOs and multi-lateral organizations to discuss case studies, strategies and ways to apply successes and lessons learned to improve healthcare supply chains in emerging markets, including:

  • Best practices to enhance efficiencies in procurement, manufacturing, storage and distribution of quality medicines and healthcare products
  • Areas of intersection and alignment between health and other sectors including defense which could be leveraged to enhance efficiencies and security of critical supply chains
  • Innovative supply chain technologies, and how they could be better deployed to strengthen health and socio-political stability
  • Necessary immediate and longer-term actions to deepen health security and socio-economic resilience

Expected Outcomes:

A multi-sector analysis of a set of case studies that highlights best practices and innovative approaches to strengthening supply chains, including through leveraging private and public sector investment and partnerships to build sustainability, resilience, and local, national and regional health and security.  The findings will be based on an exchange of views on:

  • Scalable blueprints to overcome barriers to medicine and medical equipment and technology supply chains including socio-political, regulatory, economic and security barriers
  • Innovative market shaping and programmatic mechanisms to facilitate supply chain efficiencies and grow access, including such tools as advanced market commitments, volume guarantees, pooled and coordinated procurement, promotion incentives, quality assurance processes, simplified registration, and product development partnerships.
  • Potential strategies and models to inform and guide governments, donors, investors, private sector companies and development agencies on ways to optimizing supply chain efficiencies and increase impact including areas of intersection and alignment between health and other sectors;
  • Best practices related to the collection, aggregation and reporting of data which will continually inform the underpinnings of supply chain management and implementation.
