Innovative Financing Mechanisms to Address Workforce Shortages and Capacity Building 
(75 minutes) 

Emerging markets faced significant issues related to workforce capacity even prior to the pandemic. Now, with many healthcare workers diverted to duties on the front line, millions are at increased risk for even poorer health outcomes down the road as conditions go undetected and untreated.

This workshop will bring together experts in government, development agencies, development finance, private capital investment firms, private sector companies, NGOs and multi-lateral organizations to examine case studies and collaborate on better ways to leverage resources to address health workforce issues such as:

  • Whether there are models and lessons learned around innovative deal structures that can be applied to sustainably address this issue. For example, how do we lay the financing groundwork (e.g., concessional lending, domestic/international resource mobilization, grant/philanthropic [either as direct funding and/or as catalytic funding]) that will, over time, create the necessary business case to sustainably address gaps in the healthcare workforce?
  • How technology may be utilized to create efficiencies, reduce costs and improve outcomes which will enhance the business case when presented to private capital investors. Are there technological limitations that must be overcome, and what are potential solutions? Looking forward, how can we apply these workforce solutions across geographies to prevent backsliding on critical care when the next pandemic or economic crisis hit?
  • What are the key benchmarks that we should collectively be moving towards to stem workforce challenges in the future? How should we measure our progress?

Expected Outcomes:

A cross-cutting analysis of a set of case studies that demonstrates how to effectively leverage innovative financing mechanisms, partnerships, technology and multi-sectoral engagement to address bottlenecks to access to health workforce capacity. The findings will be based on an exchange of views on challenges and best practices related to

  • Implementing market shaping initiatives to drive outcomes, such as demand forecasting and incentives, additional infrastructure funding, and other innovative mechanisms to address socio-cultural, economic and other barriers to growing workforce capacity
  • Collecting, aggregating and reporting of meaningful data to inform workforce recruitment and training efforts
  • Strategies and working models which serve to inform and guide governments, donors, academics, private sector companies, development agencies and investors on how to maximize impact of investments
